The good news is, if your home uses public or municipal water lines, your water provider can give test results for the water for free. Just look up the number on your water bill and call them up. Public water must be tested on a regular basis, and the company must offer customers something called a Consumer Confidence Report, which details the results of the testing. Many of these reports can also be found on the Environmental Protection Agency's website, epa.gov. Once you open a tin can containing food like tomato paste, fruit or sardines, you may think it's fine to cover the opening with plastic wrap or aluminum foil and store it in the fridge. But once a tin can is open, it's not a safe food storage vehicle. Bacteria can grow along the edges of the can in no time at all, and highly acidic foods can take on a metallic taste. If you have leftover ingredients after opening a can, transfer the leftovers to an airtight container. Then be sure to rinse and toss the can in the recycling bin. These days, many people are going back to raising their own chickens, so they have an ample supply of free-range, organic eggs in their own backyard. (this is a good idea, even if you are not a Survivalist) But ask anyone who has done this, and they will tell you there are times when the supply far exceeds the demand. The state of Texas will begin transporting cooperating illegal immigrants to the steps of the U.S. Capitol building in Washington, D.C., Gov. Greg Abbott said Wednesday. Anticipating 18,000 illegal immigrants crossing the U.S. border every day after Title 42 ends May 24, Abbott said the transportation of those entering the U.S. illegally to the national capital is one of several new measures the state is taking to thwart illegal immigration into Texas. Title 42, instituted by former President Donald Trump, allowed for the expulsion of illegal immigrants at the border to help prevent the spread of COVID. The U.S. Centers for Disease Control and Prevention said Friday it would end the policy, citing the decline in the severity of COVID. Abbott met Wednesday with law enforcement officials in Del Rio and Weslaco, Texas, where he announced a series of new strategies being added to Operation Lone Star, Texas’ border security effort launched in March 2021 in response to President Joe Biden's open border policies. The Texas measures, designed to curtail Mexican cartel-driven human and drug smuggling, include using taxpayer money to transport illegal immigrants from Texas to Washington, D.C., he said. “We are sending them to the U.S. Capitol where the Biden administration will more immediately be able to address the needs of the people that they are allowing to cross our border,” he said. The Texas Department of Emergency Management will oversee the operation, which begins Thursday. TDEM Chief Nim Kidd said at least 900 charter buses are available. The state will transport people who’ve been processed and released from federal custody via charter buses or commercial flights, the governor’s office clarified in a news release. Transportation is voluntary. “A migrant must volunteer to be transported and show documentation from DHS,” the governor’s office said. “Mayors and county judges can notify TDEM of any DHS-facilitated drop-off of migrants in their communities so that the agency can provide appropriate transportation.” The Texas National Guard is also building barricades to use non-lethal means to block illegal entry into Texas. Working with DPS, the guard is deploying boat blockades on the Rio Grande River at certain key points on the Texas side of the river, deploying razor wire in low water crossings in high traffic areas, and creating container blockades to drive people away from low water crossings. The National Guard will begin its first phase of mass migration rehearsals Thursday in anticipation of a massive influx of people. This includes maritime and civil disturbance capabilities. All state troopers and National Guard members will be equipped with riot gear anticipating violence created by migrant caravans. “If you’re a caravan organizer and you think you’re going to overrun a port of entry, we’ll be there waiting for you,” Texas Military Department Adjutant General Major General Thomas Suelzer said. Texans living along the southern border should expect to see increased military activity, he said. The Texas Department of Public Safety on Wednesday began conducting enhanced vehicle inspections at 20 international crossing locations in Texas. The operation began at 4 p.m., Texas DPS Chief Steve McCraw said. “Commercial vehicles, and the trucking industry are vital to our way of life,” McCraw said. The majority of owners comply with transportation regulations, he said, but the cartels “could care less.” They don’t care about how many people they kill and continue to violate motor vehicle laws, he said. DPS officers will be targeting commercial vehicles that appear to be unsafe because they may be used by cartels to smuggle people. Roughly 4.8 million commercial vehicles already enter Texas, McCraw said. After Title 42 is eliminated, he expects this number to increase significantly. Texas DPS inspections are expected to slow traffic at ports of entry. The Biden administration has said it anticipates 500,000 people entering the U.S. illegally per month from over 150 countries beginning May 24. Rather than following immigration law and denying entry or facilitating deportations, the federal government, working with nongovernmental organizations, is facilitating the transfer of illegal immigrants throughout the U.S. Unless the policy changes or is halted, by the end of this year, more people will have entered the U.S. illegally than those living in Los Angeles, America’s second-largest city, Abbott said. The number is “unprecedented and dangerous,” he said, after roughly 2 million were already apprehended or encountered last year. These numbers exclude those who evade capture by law enforcement. In one year, Texas DPS and local law enforcement have apprehended more than 200,000 illegal immigrants, arrested more than 11,000 people including cartel members, drug smugglers and cop killers, Abbott said. “They’ve also seized more fentanyl that was enough to kill every man, woman and child in Texas,” he said. Texas has already begun to build its own border wall on state land and the Texas legislature last year allocated $3 billion to border security efforts. The executives responded that restrictive government policies play a significant role. According to AAA, the national average for a gallon of gas is $4.16, a major increase from the same time last year, when the average was $2.87. Democrats have called on oil companies to lower gas prices. “The American people are understandably fed up with these prices, and we are here today to demand answers from Big Oil about when they will finally start providing the American people some relief,” Energy and Commerce Chairman Frank Pallone, D-N.J., said during the hearing. “As oil prices rise and Americans are hurting, the six oil companies testifying today made more than $75 billion in profits between them last year. It’s also likely these companies will make even more money this year.” The Subcommittee on Oversight and Investigations of the Committee on Energy and Commerce held the joint hearing. The oil executives said they are working to keep prices down by expanding supply, which costs money via investment, new technology, and taking financial risks. They also pointed to the role of government policies, limiting pipeline development and drilling permits has. “No single company sets the price of oil or gasoline,” Woods of ExxonMobil said. “The market establishes the price based on available supply, and the demand for that supply. … Government plays a critical role in this. Policies that reflect the importance of energy, create certainty and improve predictability, encourage industry investment, and ensure affordable and reliable supplies of energy. Consistent, efficient, and effective permitting processes, whether for leases, drilling, or infrastructure such as pipelines, or export applications, will help spur further investment in U.S. oil and gas production.” High gas prices have become a hot-button political issue as Americans struggle to keep up with rising prices at grocery stores and the gas pump. Federal inflation data show the fastest rising prices in nearly four decades. To help combat these economic woes, Biden announced last week he would release 180 million barrels of oil per day for the next six months. Biden touted the relief measure, but critics called it too little too late. “But this is under 10 days’ worth of daily US oil use,” said Joel Griffith, a policy expert at the Heritage Foundation. “Meanwhile, this administration's 'war on energy' continues – by including shuttering pipelines, closing off swathes of the nation to drilling, and even threatening oil executives with prison for providing the gasoline American business and families depend on.” Biden has deflected the blame for high prices, pointing to Russia’s invasion of Ukraine. For some reason that appears inexplicable, Progressives believe the greatest danger to our national security is the weather; well, they call it “man-made climate change,” but however you want to term it, its all a bogus, costly, non-existent problem which Progressives believe can only be solved by taxing users (everybody). One wonders just how they plan to stop or tax the hundreds of volcanos huffing and puffing all around the world, some sending cooling gasses, others pouring millions of tons of toxic gases into the atmosphere with every passing minute? There is no answer. Biden’s commitment to stupidity is impressive. His disastrous policies have resulted in the increased production by foreign countries of dirtier petroleum products making Biden’s energy policies counter green because they increase the world’s carbon footprint, not reduce it, not that it matters at all. But, it challenges our economy and could destroy it. Biden’s decision to close the XL pipeline and stop fracking and exploration in American oil fields has diverted thousands of petroleum industry jobs to Russia and Iran, which directly affected our GDP. Americans are seeing rising costs and inflated taxes, all to support local, state, and federal governments, while oil industry job losses effectively diminish support to the communities they live in. The consequences will be dire because our economy will lose billions in the years ahead in lost revenue for oil companies and shareholders. Too, corporate tax revenues, if they pay any at all, will be further reduced, affecting retirees who hold stocks in American oil companies, including the retirement plans of many cities and states. As global oil prices increase, poorer countries, unable to meet inflated oil costs, will return to cheaper coal for their heating and electricity-producing needs. Since Trump’s defeat in 2020, Biden’s immediate implementation of Progressive and unAmerican policies has affected US petroleum and natural gas sources and world markets, with negative consequences for all economies. It was not by accident! Supply and demand is the operating thesis of most of our needs. Who controls it controls us. Who gave brain fossilized Joe Biden that authority? Reduced supplies for everyday living have inflated prices here, strengthening production of unfriendly oil-producing countries like Russia and Iran, so they see significant gains in their own GDP. It was not an accident! The supply and demand problem was exacerbated by Russia’s invasion of Ukraine because Biden’s foolish administration was also buying Russian oil. Biden faced a dilemma, continue to supply America with foreign oil - Russian oil, or cut them off. Europe became dependent on Russian petroleum because it was assumed Russia’s post-Cold War mischief-making days were over, that they had nothing to fear. As they were just next door, gas and oil could be obtained cheaper than from the US or Arabian Gulf sources. This policy adversely affected NATO by weakening its somnambulant but collective security and economic policies. Russia and Iran, it was thought, could sell their inferior oil (high sulfur content) and natural gas on global markets bypassing sanctions. It was an attack on our economy because the American petrol dollar is the medium of the world’s monetary sales. Then came Putin’s invasion of Ukraine to prove it, putting Biden between a rock and a hard spot. Europe wasn’t buying our oil and gas, and our own needs had all but been stymied for silly climate reasons, not because we were running low, but for Progressive political purposes. It was not an accident! If Biden deregulated US oil markets (but he won’t), domestic and global oil supplies would increase, prices would level, and Vladimir Putin’s ability to fund his dreams of a greater Mother Russia would be significantly restricted. The US government has its proper role in regulating our economy, but that role has been detrimental to good business, something Trump understood. The situations apply to residents, clients or patients who were living with family members before they were admitted to a provider’s care, are facing end-of-life decisions, are dealing with making one or more major medical decisions, are experiencing emotional distress, grieving the loss of a friend or family member who recently died, or need encouragement to eat, drink or speak. It also applies to pregnancies and pediatric patients. The bill allows a resident, client or patient to designate a visitor as an essential caregiver. The caregiver can be a family member, friend, guardian, or other individual. The law requires providers to allow in-person visitation by the essential caregiver for at least two hours a day, among other provisions. The bill’s sponsor, Sen. Ileana Garcia, said, “During the pandemic I heard from so many families who were heartbroken and frustrated because they could not be with a relative who was hospitalized. We all know of people who sadly died alone, unable to feel the warmth of a loved one’s touch or a final goodbye. That is unacceptable, and this law makes certain that will never happen again.” Senator Gayle Harrell said the bill ensures that patients won’t be isolated in nursing homes or health care facilities during a health emergency. “I have talked with and worked with so many family members over the past two years who experienced many difficulties in seeing and supporting their loved ones during this time,” she said. “This bill will make a huge difference for them.” The new law requires all Florida hospitals, hospices, nursing homes, assisted living facilities, and intermediate care facilities for the developmentally disabled to adopt and publicly post their visitation policy by May 6. The policy must be easily accessible on their website home page and include visitation hours among other information. Floridians who encounter any resistance to these requirements are encouraged to file a complaint online at www.ahca.myflorida.com/visitation. In the beginning, the rich nerds who launched tech startups saw themselves as "disruptors." They had power, swagger and money. But a funny thing happened on the way to their revolution: The tech startups became giants, and then the giants became enforcers of the status quo. The erstwhile disruptors became America's information oligarchs. It's no wonder then that many conservatives were overjoyed at Elon Musk's announcement that he had a 9.2% stake in Twitter stock and would join the social media platform's board. The stock market leapt at the news. In a day, Twitter stock bumped up some 27%. During the two years he'll be on the board, Musk, who already boasted 80 million followers, won't be able to own more than 14.9% of stock. When President Barack Obama, aka the "first social media president," won office in 2008, Silicon Valley flaunted its role in installing the first Black president. Tech was golden, a force for good. Then came President Donald Trump, a Twitter virtuoso, who credited social media for expanding his profile and opening the door to the Oval Office. After Trump's surprise 2016 victory, Silicon Valley discovered its duty to "moderate" -- read: suppress -- content. On Jan. 6, 2021, following the Capitol Hill riots, Twitter suspended the @realDonaldTrump account. Two days later, after Trump signaled that he did not see President Joe Biden's win as legitimate, Twitter permanently suspended the account to prevent Trump from inciting further violence, according to a company statement. Then-CEO Jack Dorsey tweeted that he did "not celebrate or feel pride" in banning Trump because "a ban is a failure of ours ultimately to promote healthy conversation." Since then, Twitter has deplatformed numerous accounts for spreading "misinformation." Staffers once dedicated to facilitating the free exchange of ideas have become dogged censors of politically incorrect viewpoints. Last month, for example, Twitter suspended the account of Babylon Bee, a conservative parody site, for what Twitter described as "hateful conduct." Babylon Bee's offense: a satirical post that hailed Rachel Levine, a transgender official in the Biden administration, as "man of the year." Since Babylon Bee refused to delete the tweet, the suspension continues. Five years ago, such satire likely would have played well in comedy venues. Now it's hate speech. The Washington Post painted the double standard as a divide between a laissez-faire approach and "stronger actions to reduce misinformation and harm." The Sun Bay Paper Page 10 April 8, 2022 - April 14, 2022 A Bad Dream Budget, and More Bad News It’s budget time and President Biden delivered his 2023 budget proposal a few days ago, two months late. My review of the proposal disclosed that its ne’er-do-well assumptions and computations would qualify as a “great wonder of the modern world.” Total spending is $5.8 trillion, 31% higher than the 2019 federal budget. Over the next 10 years, expenditures are projected to total $73 trillion. ......... Think about that. The proposal is full of speculative assumptions and rosy projections. CPI is assumed to flatten after 2023 at just over 2.3%. Inflation is assumed to reduce significantly, and the budget is loaded with tax increases. The national debt in 2032 is projected at $45 trillion. It’s hard to believe anything like that could be approved. Now, about that other bad news. The national debt seems to be growing at the speed of light. In March of 2020, just as COVID was building a head of steam, the national debt was a “mere” $23.5 trillion. Shocking at the time, for sure. But if that sounds modest to you, it’s because after a short and painful two years, that number has grown by almost 30% to approximately $30.5 trillion. COVID stimulus payments account for much of this. Some democrat politicians insist on separating the elements of the “budget/spending/tax/ borrowing” continuum.” They want spending and debt limit decisions to be separated. Quite the contrary, responsible fiscal management demands that the debt limit act as a direct check on spending. Here’s how these elements work together: Government programs create spending requests. Spending decisions naturally lead to tax and borrowing decisions. Net borrowing requirements result in deficits, often followed by a need to increase the national debt. And that’s when the inevitable partisan congressional infighting begins. While that’s not good news, it isn’t what I consider the really bad news. Periodically, I like to remind myself and others that “national debt” comprises only a small portion of total U.S. obligations. The missing amounts are referred to quite simply as “unfunded liabilities.” These obligations have a cash flow impact just as real as the repayment of our “national debt.” The main difference is that the national amount represents money we’ve already borrowed to pay for past expenditures. You and I are most familiar with these obligations in the form of U.S. Treasury bonds, Treasury notes, and Treasury bills. Examples of unfunded liabilities include Social Security, Medicare, federal employee benefits, veterans’ benefits, and several other programs. The projected obligations include amounts for current program participants only, not future participants. Some pundits point out that those programs are supported by dedicated trust funds for paying future obligations, Social Security and government employee retirement plans for example. But those trust balances are primarily IOUs from the federal government, not cash or deposits. The federal government has borrowed and spent those funds and will have to increase taxes or create new obligations, i.e., increase national debt, to repay those IOUs. Corporations regulated by a government agency such as the SEC must measure and report those obligations on their financial statements. Omitting that information would result in charges of issuing fraudulent financial statements, and other transgressions. The government, however, escapes such scrutiny and I’m unaware of any official tracking of these unfunded liabilities. I’ve been reviewing estimates of unfunded liabilities for over a decade and am comfortable with $220 trillion as a reasonable current estimate of total U.S. obligations. This includes both “national debt” and as well as “unfunded liabilities.” That total is what worries me most. Some would solve this problem by simply taxing the richest Americans. But if we confiscated all the wealth of the top 1% of U.S. households, we could pay off the national debt, but after doing so, however, the entire unfunded liability of almost $200 trillion would remain. Thirty percent of our national wealth would have disappeared, and we couldn’t look to those rich folks for taxes or investment capital. If the President’s budget request is indicative of the left-wing plan for future spending, we can expect a huge fiscal nightmare very soon. I am not sure about how to position and attach the decking boards because of the L shape. Do you have any tips? -- Greg S. Dear Greg: Fitting and attaching the decking boards is usually the easiest part of a deck building project. An Lshaped deck makes it a bit more complicated, but still doable. Locating the posts and the joists properly is particularly important for a strong, stable deck with no sagging. Once you have the posts and joists installed, protect them from rot and insect damage prior to laying the decking. Even though the lumber for the joists should be pressure-treated, the pressure treatment may not have fully penetrated the wood. This is often true with lumber made from fir. The nails or screws, which attach the deck boards, slightly split the top of the joists and this allows moisture to enter deep into the wood. In order to protect the joists from this potential moisture damage, cut plastic film into long, narrow strips. The strips should be wide enough to cover the top of the joists. Three inches wide is a good target. Staple these strips over the top of the joists before installing the decking boards. For the best appearance, select the proper length decking boards for the specific deck. If the deck is short enough so that one decking board can span it, use single boards that are at least one inch longer than the deck. This will provide some overhang for a smooth trim-cut edge. In your case, with a large deck, you will need several boards to span the entire length. Don't just buy the longest boards possible and then use shorter pieces to finish the span. Select a variety of board lengths to create a random pattern of joints and don't make any of them too short. Just use your judgment as to what combination of lengths looks good. You have two options of where to start laying the boards: either at the house wall or the deck rim. Starting at the rim is easier because you do not have to plan the location of each board. If there is space for only a narrow board at the house, it will be supported well and won't look bad. On the other hand, if you start at the house, plan the spacing of the boards. You don't want to attach all the boards and then find you have room for only a very narrow board at the outer rim. This board will be difficult to attach securely, and it will look bad. At the rim edge, snap a chalk line across the joists at the location of the edge of the first board plus 1/4 inch. This extra quarter inch allows you to see the line when you are laying the first row of boards. Attach them at every fifth joist and then check to make sure everything is straight and even. When you are satisfied, screw them in with two screws to every joist. Space the screws the same distance from each edge of each board for a symmetric fastener pattern. Use spacer blocks for uniform spacing between the boards. James Dulley
